Menace to Society: Commentary on the Social Cost of Carbon

Yesterday was the deadline for filing comments with the Office of Management and Budget (OMB) on the Obama administration?s social cost of carbon (SCC) estimates. I submitted a comment letter on behalf of the Competitive Enterprise Institute, Americans for Tax Reform, CFACT, Freedom Action, FreedomWorks Foundation, Frontiers of Freedom, George C. Marshall Institute, Heartland Institute, Rio Grande Foundation, Science & Environmental Policy Project, and Small Business & Entrepreneurship Council.

We argue that carbon?s social cost is an unknown quantity; that SCC analysts can get just about any result they desire by fiddling with non-validated climate parameters, made-up damage functions, and below-market discount rates; and that SCC analysis is computer-aided sophistry, its political function being to make renewable energy look like a bargain at any price and fossil energy look unaffordable no matter how cheap. The past week has been insane. Among the things on my plate:

  • coordinating with organizers of an April conference in Germany (programme here, registration info here)
  • exploring the possibility of speaking in Edinburgh this Spring
  • accepting an invitation to contribute a chapter to an Australian book
  • scheduling upcoming media appearances
  • reading a book I promised, many weeks ago, to review
  • assembling and testing software, green screen technology, and lighting intended to turn my home office into a mini broadcast studio (2014 is the year I try to learn to love video)
  • agreeing to write a research paper about the SLAPP phenomenon (strategic lawsuits against public participation)

The latter is closely connected to the issue of free speech. This morning, climatologist Judith Curry published an informative overview of various lawsuits involving another climatologist, Michael Mann. (more…)

Steve McIntyre had a busy day yesterday. While yesterday there was an incorrect story called ?Michael Mann Faces Bankruptcy as his Courtroom Climate Capers Collapse? being pushed by John O?Sullivan at Principia Scientific International (aka PSI and The Slayers) claiming Dr. Tim Ball had defeated Mann?s lawsuit, Ball confirms through communications with McIntyre yesterday that while stalled, Mann?s lawsuit is still very much on. Also, for those who don?t know, we?ve heard that Dr. Mann?s legal bills are being paid by the Climate Science Legal Defense Fund, where we?ve been told there are some deep green pockets contributing, so he isn?t facing bankruptcy, at least not yet. Almost from the beginning of scientific interest in the subject, study after study had concluded that soil erosion by both wind and water was a major environmental problem. In fact, in an article published in Science a decade and a half ago, Trimble and Crosson (2000)[1] noted that “some sources have suggested that recent erosion is as great as or greater than that of the 1930s,” just as some sources were suggesting that global temperatures were greater at that time than they were in the 1930s (Crowley, 2000; Mann 2000).

The remarkable feature of this long-held belief in continued high, or even increasing, soil erosion, in the words of Trimble and Crosson, was that “it was based mostly on models,” just as the global warming scare was (and still is!) based mostly on models.

Every side in the political debate has a natural tendency to appeal to freedom of speech when they feel threatened?but to ignore (or initiate) threats to the free speech of the other side. My favorite example is from the early 1990s, when the Yeltsin government dispossessed Russia’s Communist Party of the vast holdings it had amassed in the decades when it controlled the state. The Communist Party screamed in protest, denouncing the supposed attack on its “property rights and freedom of speech.” Which was pretty rich, considering that the Communists had just spent 70 years ruthlessly stamping out everyone else’s property rights and freedom of speech.

This tendency is captured in an old expression popularized by Nat Hentoff: free speech for me, but not for thee. (more…)

Yeah, somebody pushed my button.

When politicians and scientists started calling people like me ?deniers?, they crossed the line. They are still doing it.

They indirectly equate (1) the skeptics? view that global warming is not necessarily all manmade nor a serious problem, with (2) the denial that the Nazi?s extermination of millions of Jews ever happened.

Too many of us for too long have ignored the repulsive, extremist nature of the comparison. It?s time to push back. (more…)

Well it has all kicked off overnight, hasn’t it? Mark Steyn has decided that attack is the best form of defence and has decided to countersue Michael Mann for $10 million.


130. Plaintiff [Mann] has engaged in a pattern of abusive litigation designed to chill freedom of speech and to stifle legitimate criticism of Plaintiff?s work. He is currently suing Dr Tim Ball in British Columbia over a hoary bit of word play (?should be in the state pen, not Penn State?) applied to innumerable Pennsylvanians over the years. Having initiated the suit, Dr Mann then stalled the discovery process, so that the BC suit is now entering its third year ? Industry, workers blame Obama EPA for layoffs as companies retire larger coal-fired plants

Federal energy regulators are predicting more coal power plant retirements than have yet been announced due to onerous environmental regulations and low natural gas prices.

Scheduled retirements are currently concentrated among smaller, more inefficient coal plants, noted the Energy Information Administration on Friday. By 2016, larger plants that provide significantly more power will begin shutting down. (more…)

A billionaire retired investor is forging plans to spend as much as $100 million during the 2014 election, seeking to pressure federal and state officials to enact climate change measures through a hard-edge campaign of attack ads against governors and lawmakers.

The donor, Tom Steyer, a Democrat who founded one of the world?s most successful hedge funds, burst onto the national political scene during last year?s elections, when he spent $11 million to help elect Terry McAuliffe governor of Virginia and millions more intervening in a Democratic congressional primary in Massachusetts. Now he is rallying other deep-pocketed donors, seeking to build a war chest that would make his political organization, NextGen Climate Action, among the largest outside groups in the country, similar in scale to the conservative political network overseen by Charles and David Koch. Arguing that we need more carbon dioxide, not less, in the atmosphere, Rep. Jerry Anderson, R-Price, has proposed legislation that would limit the state?s ability to regulate emissions of the greenhouse gas.

HB229 narrows the definition of the term “air contaminants,” clarifying that “natural components of the atmosphere,” including nitrogen, oxygen and other stable, or noble gases, are not pollution.

Anderson?s bill would prevent the establishment of state standards for carbon dioxide below atmospheric concentrations of 500 parts per million. This is a level far above what is currently in the atmosphere, already padded with carbon thanks to two centuries of fossil-fuel burning. (more…)

Perhaps given the chance to avert public eyes from his lackluster results with containing the deteriorating situation in Syria, nuclear talks with Iran, and the Middle East peace process, Secretary of State Kerry has chosen to flaunt his lack of scientific understanding as a needed diversion.

Kerry described those who do not accept that human activity causes global warming as “shoddy scientists” and “extreme ideologues,” and said big companies and special interests should not be allowed to “hijack” the climate debate.  “Climate change can now be considered another weapon of mass destruction, perhaps the world’s most fearsome weapon of mass destruction.” (more…)

Barack Obama will be remembered for many things during his two terms in office, but high on the list, right after lying to everyone about everything, will be his determination to waste billions of taxpayer dollars on every Green scheme from solar and wind energy to electric cars, and now on ?climate change.?

He is calling for a billion-dollar climate change fund in his forthcoming budget, due out next month. As reported in The Wall Street Journal, the fund ?would be spent on researching the projected effects of climate change and helping Americans prepare for them, including with new technology and infrastructure, according to the White House.
